Yes, it is.
But if you reinstalled your Windows several times on your computer and between the instalations you change something of your hardware (I am not sure what MS tests) when you try to activate the Windows the activation screen will force you to call your local MS Dealer to get a new activation code. If you didn't do this, just install and activate it.
