I agree with you that blaming others or over-analyzing has no value right now. But notes should be taken for evaluation after everybody from New-Orleans and other affected areas are back to safety and they are all right.

You said "...It is my understanding that the Feds had to wait for a request for assistance from the governor...". I've got a problem with this one. It seems clear to me from what I saw that help was needed there and fast. No need to wait for the governor.

There are probably other things like that but I don't want to take more of your time. I really admire what you are about to do to help over there. Good luck.
