You're taking me way to literally. I just used public road as an example.
Of course I agree that education and justice are of top priority. And it should be the gov't job to ensure that they are available for all. But at the same time, can gov't force one to take advantage of education if one is not interested? You can lead a horse to water, but you can't make it drink. :)

I hope you realize how much this administration has spent on education... more then any previous administrations. And still, many people cry that he is anti-education and is not spending enough.
