IMHO, Sergey has pertty much pinned down your problem.

The detail band should be as short as possible. In your test case (memofield only): one line tall, and the memofield also one line tall.

In your original report, the memofield should also be only one line tall. The stretch with overflow takes care of expanding the detail band when the memo contains more text than will print on one line.

I'd be willing to spend a few minutes looking at your actual report, if it's not a security/privacy issue with your client/employer.
