The stated minimum requirements for the end-user are:
VFP 6 & 7: Windows 95 or NT 4
VFP 8 & 9: Windows 98 (NT 4 no longer officially supported)
So version 8 or later is a problem only if you expect many computers to continue using Windows 95. In Bolivia, this was the case a few years ago, but more recently, most computers can be expected to have Windows 98 or better.
