I think yes. But the following points should be mentioned:
  • I think this relies on installing additional components that are not necessarily included on all computers that have Windows 95. Nor do these components come with the VFP installation program. That is one reason Windows 95 and NT 4 aren't listed.
  • Microsoft, of course, makes no commitment whatsoever that it will work flawlessly. If it doesn't work, you are on your own.
  • Even if it works, Windows 95 itself, as well as NT 4, is officially no longer supported. That's why Microsoft doesn't include them in the list of supported operating systems, for any program it distributes, even the simplest ones.
