I've read it, and let's look at it again:
"But I do know that it's true that if you wanted to reduce crime, you could -- if that were your sole purpose, you could abort every black baby in this country, and your crime rate would go down."

Note that in his retraction, in the very next sentence, he says "That would be an impossible, ridiculous, and morally reprehensible thing to do, but your crime rate would go down." - so it's aborting them that would be wrong, but his assumption that the black people are statistically important to the crime rate is still not retracted, but actually affirmed again. And he then says "So these far-out, these far-reaching, extensive extrapolations are, I think, tricky." Not wrong. Just tricky, because you have to stop at some moral limits, as I read it.

I still can't find any single word in what he said where he denies this perceived connection between black people and crime. He denies the wrong methods of dealing with that, draws this outright silly mental experiment to actually prove it - and then just discards it as silly and as just an illustration of how many of proposed solutions have nasty side effects and are indeed tricky. But he still never said "I don't think the majority of black people are criminals".
