Well, the transcript stops here, but it for sure wasn't the end of the discussion, so what else he has said is not known to me. But it is a simple, statistical fact that the jails of the States are heavilly filled with black people. He doesn't need to explicitly say "Don't get me wrong, I don't think the majority of black people are criminals", because he didn't imply that "the majority of black people are criminals". That's what YOU made of it. He was just referring to the stats, as I am too.
