Impersonation (that is the LogonUser API function) requires Windows XP or Windows 2003 to work properly. In Windows NT/2000 this function requires the "act as part of the operating system" privilege for the user who wants to start the application. Only Administrators have this privilege by default. Regular users shouldn't have it because it allows them to start and stop services, for instance.
