It passed the same way George Bush became President of the U.S. for a 2nd time. The majority voted for it regardless of what they professed to the public to want. Exit polls in any country are useless. People will state one thing publicly and vote an entirely different way. Wonder how that keeps happening? Either that or every democracy in the world is corrupt and we might as well go back to a feudal society :o)
