I'm quite sure that a majority of Sunni votes were "no" and I'm also quite sure that many of them voted "yes". In this case, "many" means more than "very few" but less than "most" or "a majority." Many means a large, indefinite number. We can argue all day long about how many makes up a many and how few it takes to have not many. You can compare percentages or you can compare total numbers of voters. For example, if 5-10% of Sunnis voted "yes," how many voters would that be? It might be a number that would be considered many. :-)

As for your fears that peace will not soon come to Iraq, you are probably right, but progress is being made every day in that direction, including the fact that Iraqis are increasingly leading the way in military operations and getting good intel from citizens.

My point in all of this discussion is that a political process in underway that will lead to overwhelming involvement of Sunnis in voting in the December elections. They will participate in large numbers so they can get their representatives into the Parliament (yes, they have learned from their mistake the first time around). The new Parliament will next year consider further changes to the constitution during its first few months in session.

Being a minority, Sunnis will not get everything they want, but *many* will see that influencing their future through the political framework is better for them and their families than killing each other.
