I think it's a fair bet that the US, UK, France, Russia, Israel, India, Pakistan, North Korea, South Africa(?) all use their reactors' by-products to make nuclear weapons.
The difference, as you WELL KNOW, is that none of the above mentioned countries, publicly announced that their goal is to wipe another country off the face of the world.
