Has North Korea ever stated that?... Not that I'm aware of.
In other words, the "selectivity" of which country is OK and which is not is up to who?
It would seem reasonable that those countries wanting to deprive others of nuclear reactors for fear of making bombs ought themselves to be working at eliminating their own nuclear bombs.
We know that will never happen. There's just something wrong with the whole picture as things are now.
