It would seem reasonable that those countries wanting to deprive others of nuclear reactors for fear of making bombs ought themselves to be working at eliminating their own nuclear bombs.
We know that will never happen. There's just something wrong with the whole picture as things are now.

Their goal is to a unified Korea. The method? Well, need I say more? And they've been known to sell nuke material to other "hostile" groups as well.
