Would you like to try loading OCX from your application default (root) directory. I guess most of OCX registered by VFP in design mode. So go to Option/Controls menu add OCX files (from root directory) to control list and run.
It looks that Setup message really indicates OLE Register fault. I have this problem with OLEZip control but run-time executable still works.
