I encountered the same problem and I solved it in 5 minutes :).
Simply use REPORTBEHAVIOR 80. Users might even like that reports with DMP destination looks different in preview.

VFP9 renders each page in memory as EMF then outputs to printer. And the printer driver streches it as it likes :).
You can use a report listener object with custom GetPageWidth and GetPageHeight and force VFP to use page dimensions that printer driver can only shrinks. Maybe will work.
