I've experienced several differences depending on MS ODBC Oracle driver or the driver from Oracle.

I'd be curious if you will get the same error if you swap out the driver from one manufacturer to the other.

Driver is probably out of resources". I've googled it and while this message has been seen before with Oracle, there is little advice.
