Success of an application often depends on user acceptance. Therefor a discussion of UI requirements are important:
-> How commands are entered - menu, buttons, tollbar
-> The functions of the primary user - data entry clerks strongly object to using a mouse since it slows them down
-> Colours - never forget this 'small' item - you'll crash and burn if the primary client happens to detest, for instance, powder blue.
A sign off on the UI is, sadly, stongly advised.
