You can't just make a statement saying that scrollbar is bad and pageframe is good. I am sure we could think of situations where one is a better solution than the other.
For example different screen resolutions can make your form scroll. Also scrolling allows topics to be viewable on the screen at the users pleasure.
Large pictures, graphs have to be scrolled. Tabbing would make them useless.
And lastly printing of a form. I sure would not want to print a one page form as three screens.
This is not to say that tabbing does not have its place.
At the same time I wanted to add another suggestion for people who wish to look at scrolling forms. Adobe Acrobat Reader allows you to make forms elegantly. I believe they also allow input forms. I have never done it by there is an API for handling such functionality.
