As you have already pointed out, it's the "distracted driver" problem, not the cell phone. We already have laws on the books that deal with not paying attention, so we don't need to be writing more.

If those laws are anything like they are here, then they are way to vague to be of much use. The police do pull people over for doing all sorts of stupid things while they should be driving (reading the newspaper, for example), but not for cell phone use. How do you prove distraction unless the person actually has an accident. Then, of course, it's too late - maybe far too late. I'm all for making cell phone use while driving illegal.

I'm for anything that protects me from being killed by idiots. I do not believe in relying on idiots to behave responsibly on their own.
