Not what i meant Daniel.
Take the old houses in the south of France. Small windows, at least 1 m thick walls etc...They hardly need AC although the temperature is at least 35 - 40C outside.
The modern ones often have big windows - thermopane oc - and an AC churning like mad. <s>
