Check the permissions on the folder where the runtimes are installed and compare that to the permissions on the TS login. I think there lies the root of the problem (no pun intended).

We got it to work now. We have to install the application using the Add/Remove Programs option instead of double-clicking on the MSI. We ran into a second problem which was a permissions issue, which you explained above.
