I doubt it has anything to do with the enhanced IE settings, unless it was an old Active Desktop app (or whatever it was called). I think it's a security or pathing issue. Check the permissions on the folder where the runtimes are installed and compare that to the permissions on the TS login. I think there lies the root of the problem (no pun intended).
