Well that isn't following any rule or guidance but is at the whim of the author. Personally, when I document a system, or, say, leave instructions, I tend to do something similar: In the above example the author wishes to make the subject files stand out. Presumably he's already referred too them prteviously, maybe even they were section headings. In this sense they've alrewdy been named and as such become sorta proper noun (phrases). I'd dispute that Space should be cap'ed tho'.
