That's it. Where I grew up, that sort of author's whim is taken for illiteracy, and hence used very sparingly. It's most common in cases when some semiliterate files a request or a complaint to any sort of authority (be it city hall or school staff or even an utility service), and tries to get under their skin by showing respect by nearly random capitalization. Such epistles often find their way into the newspapers, or get scanned and posted - we even got a few websites compiling such things (though the epistolary genre is a minor piece of it - public notices, classified ads, posted signs and anything you can find in a shop window are much richer).

...which is why I was still trying to catch some logic here, because such a liberal degree of capitalization looks dizzying from my POV, which really didn't have a place for whim as a legitimate reason :). OK, live and learn.
