I don't have a Configuration entry on the Build menu and right clicking the Solution gives be Built, Rebuild Clean (the same as the Build menu) plus Project Dependencies, Build Order, Add, Set Startup Projects, Rename and Properties. Properties gives me Startup Project, Project Dependencies and Debug Source Files, which are nothing like what's shown in the help file. I'm at a total loss.

I'm guessing your application is running...you need to close down your Windows Forms application before you can access the Configuration Manager in Visual Studio.
