We don't measure our effectiveness and that tells me we don't really care what the outcome is, so long as we can tell people we fed some homeless people. Sounds like your program is doing it right. At least while I was helping the Katrina cops out, I could see the difference we made.

I think both kinds of programs are needed. We need to feed people today and we need to teach them how to feed themselves tomorrow. Our charity dollars go to both kinds of groups (as well as to a ton of other stuff).
