Hmmm.. maybe... he took full blame for it, but was it poor judgement? We didn't witness it...and I'm sure all the tiny details needed to determine that aren't public...but from what I've heard, the actions surrounding the actual shooting weren't any different than anyone else would have done.

I'm not being a Cheney appologist...I don't care much for him either...I'm just looking at what we know and expressing my opinion on it.
