It depends on you definition of innovation. If one country invents or discovers, but does not apply it to the mass, can it be called innovative'?

At the other end, if one country buys licenses for technology and other inventions or dicoveries and makes the spin off to apply in its society, isn't this the true meaning of innovation ?
