Update 2:

HKEY_CURRENT_USER\Software\Microsoft\VisualFoxPro\9.0

I exported this key under the administrator account and imported it under my own to get my options set the way I wanted. I still can't change them thru the GUI, but the workaround is good enough for the time being.
