We would surely know their special needs before we did invite them...

For the most part we accept them with open arms, but we don't necessarily invite them, do we?
If they choose to live amoung us, shouldn't they be expected to live under the same laws and be expected to be treated like anyone else? I think this would be more efficient and fair solution.
