This is common for many ISPs. They close port 3306 for outside applications because of security concerns.

Solving very similar problem I wrote two pieces of code: PHP and VFP.

VFP program sends SQL command to PHP script. PHP script executes the command on the server side against online database and sends data back to VFP part that converts it to VFP cursor.

It worked almost as good as ODBC connection.
