They're just starting to come into use (at least out here in Arizona) for speed traps. They have been used in low speed (like your example) residential areas, but are just now being used on the freeways. They're mainly used for areas where red-light running is prevalent.

And even in the areas that have them, they don't always have cameras in them. They have a limited number of cameras, and they're rotated between the sites periodically, or they're in mobile vans. They like to keep you guessing. ;)
