Maybe, but the that law hasn't changed. That's why it's still illegal.

Send more jobs to another country? If a company want to do it, it's up to them. But, have you read all the complaints about jobs going over seas on other threads? I mean, there are so much back-lash about it already.
All the protest should done in Mexico. If the Mexican gov't did their job right their people would have to resort to defecting as much. Oh, I forget, they'd be thrown in jail if they protested there.
