I greatly appreciate your wisdom. "Close it". This was the key. I went back and checked the macro in excel and it had the following as the last command:
Workbooks("order_detail_checklist.xls").Close SaveChanges:=False
I commented this out and all works well. Apparently the user was only closing the window and not the workbook.
