Businesses get rewarded - and financially too, in a big way - by hiring these same people who "knowingly broke the law".
And though they can argue that they can't tell the difference between real/fake papers, how do you explain that they STILL knowing break the law by:
- paying cash (no witholdings, no record of payment);
- paying less than minimum wage;
- allowing children to work in many cases;
- often failing to pay last pay due, with no recourse on the part of the illegal;
- often forcing purchase of goods/board at 'company store', with inflated prices;
- other things that don't come to mind.

Finally, here's something else that is a tad incongruent in my mind...
How to reconcile a bible-thumping Jesus-praising America where a sinner only has to "accept Christ" to be absolved of all sin and guaranteed entry to the Kingdom has this deep-seated requirement to NOT reward in any way those who knowingly broke the law by coming to blessed America? People whose sons and daughters may well have joined the military to defend the country that regards them as criminals.
