One place that's fairly easy to manage is
* For one user (e.g. yourself):
C:\Documents and Settings\< My User ID >\Start Menu\Programs\Startup\SomeBatchFile.CMD

* For all users:
C:\Documents and Settings\All Users\Start Menu\Programs\Startup\SomeBatchFile.CMD
I don't know if you can use this to assign a drive letter before the OS gives drive letters to removable drives.
