Yes, since that's where the problem occurs.

I think it's on the General tab, not the Security tab. However, it isn't always there; I'm not sure how Windows decides when to present it.

In our case, we tell the users this is a Windows issue and provide an REG file they can simply run to fix their Registry settings.
