What do you mean, "I can not open jpg files with Microsoft Photo Editor"? Any errors?
Can you right_click on the file in the Windows explorer and see what is the application associated with jpg file? Can you CHANGE the application associated with this file?

The main suspect is MS Office 2007 Beta, but it is also possible that the cause is a Windows security update. I tried reinstalling it but no luck. No luck either with deinstalling Access 2007 (did this because of a comment found via google that Access 2003 affected Microsoft Photo Editor. Apparently it was possible to reinstall then. The comment went on that Microsoft Photo Editor apparently has an internal jpg viewer. Perhaps that is considered a security risk?)
