They are called "clean air standards" over here. Maybe you should read up on air quality problems in, say, Mexico City.

We have made a lot of progress in the past decades. More than you probably realize. However, It sounds as if you are blaming everything on the US, and expecting us to pay for everyone else's mess too, because we are the most developed country. Sorry, I don't buy that.
