I did a little digging, and I think the problem might be worse than that.

The service tries to execute:
e:\PROGRA~1\MICROS~2\MSSQL$~1\binn\sqlservr.exe -sDEVELOPMENT

The e: and all the data underneath is what is missing. I think I just need to uninstall all things SQL related and reinstall. At the very least it will be a good learning experience.
