That's pretty much nothing more than "sorry that we don't intend to do anything for you, and sorry that we think we shouldn't do anything for you anyway, but we use this as a formal way to express a general wish that whatever your problem may be, it will sort itself out somehow".
However, when they say it to your face, it is a bit annoying. Haven't been in such trouble to get to hear that, though, so this is just a bit of a mental experiment for me.
OTOH, if they'd publicly express a promise to pray for my salvation or any other way of getting me into their web, I'd resent that, and in such a case I hope I'd find a polite way to express my resentment.
