To add to what Jason said, the app.config file in a business object project is only used when you are instantiating the business objects standalone (without a Windows or Web Forms front end). An app.config file is automatically added to business object projects in newer versions of MM .NET, but if you created your project with an older version you can add an app.config file to your business object project by copying the app.config file from:
C:\Program Files\Mere Mortals .NET Framework 2005\VC#\Templates\Business Library Template\app.config
And pasting it into your project. You can then set your database settings as needed.
