I didn't read Tracy's message that way. She said specifically that other types of service besides the military should be among the options.

Entrepreneurs (Bill Gates) may not have done military service but have benefited your country immensely. Investors (Warren Buffet), economists (Alan Greenspan), scientists (Albert Einstein), mathematicians (Richard Feynman), politicians (Martin Luther King), etc, etc. What contribution have they given your country? Should they be prevented from voting if they have not done military service?
