The report writer thinks there isn't enough room to print the band so it goes to a new page. Remember, VFP looks at where it currently is on the page and then adds the DEFINED height of the next band along with the defined height of the page footer. If that is greater than what remains on the page (taking into account nonprintable margins if Printable Page is selected), it goes to the next page.

My guess is that you have too much information defined for the page and it just won't fit.
