With blogger.com it depends on the template you're using for your blog. You can roll your own, choose from one of many pre-defined ones, or start with a pre-defined one and modify it to your liking, which is what I did. The template I'm using does stretch to fill the browser size - check it out at http://rickborup.com/blog/. I don't know about typepad, though. Does it let you modify your template?
