Yes, but I think there's also something else in operation here.
The new modus operandi in U.S. intelligence circles (well, at least those tightly connected to the Administration) isn't just 'worst case scenario'.
It has evolved into something that equates to 'if there's nothing supporting even as an iota a DREAMED UP worst case scenario then the conclusion must be that the situation is far far worse than is even being imagined'.
So torture that provides some "information" - however worthless it may be - now has great value to those who wish to keep everyone on the threshhold of fear.
