You might check out if west-wind now supports certifated comm - Rick's code is easy to read if you need something "special" and worth to check out.
Not directly unfortunately. You can do this with WinInet (which is what my tools use) but I was never able to automate this in an easily reusable way...
Certificates are a pain in the butt to do from the client side. In many cases though if the certs are installed in IE and the Windows certificate store already it should just work without any further code...
