One thing that's forgotten: Many people were there on holiday - OK. They'd probably got their return flights booked. Does one think that because there's been a tsunami the airports will suddenly fill up with planes to take everyone home, from the spare fleets that they keep just for such emergencies? In the interim, the stranded vacationers had to make the best of what there was - and that was devastation everywhere. MAybe they should have stayed indoors and shirked the sun in respect for the dead? Maybe there wasn't that much "indoors" to be in, and what there was had no infrastructure: water, elec., a/c, etc.
