Perhaps screw-up is a bit over the top.
But I think he can be considered the most weakest president ever. Just read how he handled Iran and how that whole hostage thing came about. Research how he handled the economy and what he did about the energy crisis of the late 70's. In lot of cases he did nothing. He certainly could have at least evacuted the US embassy at the first sign of trouble. Some how he was able to get the Shah out to get him some treatment for his cancer but not the Anerican embassy staff. He did nothing.

Heck, even his own staff members couldn't/wouldn't support him in the 1980 election against Ronald Reagan.
